So does batteries count as fuel? Ie SUAV weight is over 7kg with batteries but under without batteries, is it still classed as 7-20kg or sub on the assumption that electricity is technically fuel?

Yes batteries = fuel so the MTOM is the weight including the battery(ies). The UAV must be under 7kg with battery(ies) and payload (camera) fitted.
