Red and green strobe lights look like police lights when I turn on Matrice 300 RTK with nothing connected.

I got this drone from someone who owed me money. I'm making sure this doesn't mean it has been flagged in lost mode kind of like a cell phone goes into locked mode. When I turn on the drone from the button at the top, the strobe lights go red and green and blink along with the white strobes. Tthey go about the same speed as emergency lights on a car. I read on DJI this just means no controller is paired. This answer came form text that just said red and green blinking lights mean that. It didn't describe in any further way. I hope this is the case.? anyone know?

also anyone know where I can get a cheap controller and carrying case for my Zenmuse H20 and the drone itself?
