USA Help on a COW request

I currently work on a Derrick Barge moving throughout the Gulf of Mexico, we do a lot of lifts at night and according to the rules I have to get a waiver to fly at night, my question is how would I go about this since we don't have a permanent fixed location. Our barge has a helideck I use to take off and land from for daylight operations, at night out here the only aircraft are emergency flight s and those are few and far between. Can someone help me in how to fill out a request?

PS; We are usually a minimum of 25 miles offshore

I'm thinking that at 3 miles out you are in international waters.

That's a negative. We work in federal lease blocks, international waters are generally 12 miles, then another 12 miles for the contiguous zone, then we are still in the US EEZ (Exclusive Economic Zone) which goes out to 200 miles.....very confusing, lol
