Just after a bit of clarification about the ruling of operating near heliports. Are they to be treated as non controlled aerodrome with CTAF protocol?
For example, Melbourne CBD is not controlled airspace below LL1500. Populous area is a very grey area and arguably you could be flying low over docklands water and not be considered a risk to persons or property. The CBD is littered with heliports. So, am I right in assuming if you broadcast your position and intent on CTAF you are legally permitted to fly whilst maintaining regulated distance from people?
