Will not start if any battery is less than 100%

They all have to be with eaqual charge level only. I had a lift off with something around 50% and all was fine.

Not normal and I can’t think of any Setting that would cause that condition (I’ve flown M600 since it was new).

No. My partner's M600 Pro will start even with the battery as low as 31%.

Yep...I had forgotten about that. Ironically, once the motors are spinning, you can actually REMOVE a battery and she'll stay running, which makes sense for obvious reasons.
