FLIR for Law Enforcement
Public Use Agencies (LE/Fire/EMA/Towns/City Gov't, etc.) can either operate under a Certificate of Authorization (Part 91) or under Part 107. They must operate under one of those in order to put a drone in the air. Or they can contract out to a Part 107 operator.- Plane Mack
